It supports more devices than HDL, has higher compatibility and various new features (GSM, VMC, in game reset, in game power-off feature). Games do not need to be patched anymore to make them work, and some games only work with OPL ( esp shadow hearts 2, which has a nasty bug with timing and there is a special option for games like that) also, every time you install a game to ps2 hdd, HDL does a full scan of the disk, which can be very annoying and take a while. OPL is very fast, even after you reinstall a bunch of games it picks them up quickly. One downside i noticed was that dance DDR games would very slowly go out of sync with the music in OPL, but that was at least 2 years ago.
In HDL they worked perfectly. Maybe that's fixed now, as i haven't really played them since.
